What is Electronic Prescriptions for Controlled Substances EPCS?

The government exacted the Electronic Prescriptions for Controlled Substances (EPCS) law in 2010 to revise DEA regulations and provide practitioners with the option of transmitting prescriptions for controlled substances electronically. The EPCS law is meant to prevent fraud, abuse and addiction. All schedule drugs are now legally permitted to be electronically prescribed in all 50 states, but each provider who wishes to do so must comply with DEA regulations and criteria.

Required DEA EPCS Certification for Prescribers, Software Vendors and Pharmacies

The new regulations specify a number of certifications for prescribers, eRx software and pharmacies.

Prescribers

Each prescriber (doctor or midlevel) needs to be identity proofed. At MediTouch we use Verizon’s Universal Identity Services (UIS). In this method, the prescriber’s identity is verified using knowledge-based authentication (KBA) as the method of authentication. KBA requires the knowledge of private information of the individual to prove that the person providing the identity information is the owner of the identity.

E-Prescribing software

Each system, including MediTouch, must build an infrastructure to support the DEA workflow and technical requirements. It must also comply with the DEA requirement for two-factor authorization. All EPCS vendors must be audited by a company that meets national auditing standards, equivalent to an industry standard such as the NIST SAS 70, and certified.

Pharmacies

The majority of pharmacies across the U.S. are already enabled for EPCS. Many of the requirements for pharmacies are standard functionalities for pharmacy applications.
